Why are HID kits illegal?

Is it legal to install HID headlights?

What is the legal HID light limit?
If the vehicle has been lifted to the extent that the HID headlights are making it difficult for the car ahead of you, a police officer may cite you. The state’s Vehicle Code requires that these lights be no lower than 22 inches and no higher than 54 inches from the ground.
Are 55W HID brighter than 35W?
A bulb running 55W will usually last about half as long as a bulb running 35W. Brightness: 35W bulbs driven by a true 35W ballast will provide at least 3200 lumens. This is over double the brightness of a factory halogen bulb, and plenty of light for night-time driving.
Is 8000k brighter than 6000k?

While it might seem a bit odd, the 6000K LED headlights are brighter than the 8000K headlights – and there’s science to back this distinction. Is HID illegal in India?
Retrofitting LED (or HID) lights into standard halogen housings is already banned. Really any modification to the stock headlights in your vehicle is illegal, other than a complete replacement headlight assembly including the bulb, lens and housing.
Are HID conversions legal?
In the Department for Transport’s view it is not legal to sell or use after-market HID lighting kits, for converting conventional Halogen headlamps to HID Xenon. If you want to convert your vehicle to Xenon HID you must purchase completely new Xenon HID headlamps.
